Nerima ward is a real district of Tokyo.

Tomobiki-cho is a fictional district within Nerima.
  (The same could said of Furinkan as well).

I don't know the exact reference myself, but I've seen this stated in a
number 
of places and have assumed that those who said it knew what they were
talking about.
