I always understood manga Ukyou to be slightly below Shampoo in fighting
prowess. In particular, this Shampoo is arguably tougher than the manga
version due to the training Cologne gave her.

Ukyou is on the same level as Shampoo in the manga.  This was demonstrated
in the Onsen Race storyline, I believe.  Shampoo's a bit better on the
offense because she's more agile, and Ukyou's better on the defense because
she's got a more solid base.
