Yes.
She puts him through all sorts of hell.  Nabiki
is quite capable of such acts if she thinks the recipient deserves it -
and, given Ranma's treatment of Akane at the beginning of the story, he
certainly does.  :)

IMO, triggering the mental disorder that literally makes him lose his
mind is far beyond the emotional distress she caused him in that story.
More to the point, though, in that story she was doing it to teach Ranma
a lesson; whereas in your fic I don't see that -- it seems just plain
vindictive to me. The only lesson likely here is "Be wary when Nabiki
offers to help you for free" -- which she might not *want* him to learn.
