There are things called takeoffs, and there are things called
parodies. Disney does takeoffs: these are loosely based on other
stories
Are you sure that there is a difference copyright-wise?
Yes. Takeoffs of Disney's type usually can only be done with
stories in public domain, or with the express consent of the copyright
holder. Parodies, as long as they are clearly labeled/presented as
parodies, can be of works that are currently copyrighted without
permission.
