I should let MacKinnon answer this, but as I understand his...
'embellishments' on Joketsuzoku law, so long as Cologne remains on the
high council she can sheild Shampoo from the death she would suffer for
failing to kill Ranma, wed Ranma, or die in the attempt to do either.
Unfortunately, once Cologne's current state (blind and severely weakened)
becomes known to the tribe Cologne's enemies would jump at the chance to
challenge her to a battle to the death for her council seat (Shampoo would
not be harmed in such an event, but she would rather finally succed in one
of the tasks mentioned earlier and allow Cologne to step down peacefully).

    Correct.

         Personally, while I respect MacKinnon's story-crafting skills I
have an extremely hard time swallowing this entire setup (almost sounds
like he's singling 'Poo out to go through hell while exposing Mousse's
vast (albeit not _quite_ perfect this time around) nobility... again
<gag> 9_9).

Guys ... I do NOT hate Shampoo. I know it looks bad now, but all I can say
to set your minds at ease is that this storyline is far from over. I may
surprise you yet. Time will tell.
As for Mousse ... I thought I'd explore a little of his character in this
story, but I didn't think he came off all that perfect. Shampoo thinks he's
selfish for not letting her carry out her plan, but saving her because he
couldn't bear to let her go. Mousse thinks that, since he loves her, he has
to try to save her. Maybe they're both somewhat right. Maybe they'll end up
killin' each other. One thing's for sure, Shampoo is not gonna go into this
marriage quietly ... not if I have anything to say about it (and, strangely
enough, I do.)

Still, I sure am glad the next story's mostly about Kunou ...

Ciao,
