A great idea, but I think there are some major assumption problems here.  
If Genom thinks of Ranma as a Superboomer, which makes sense, why would 
they believe Herb and Saffron to be human(especially sense Herb isn't, 
he is part Dragon, he visibly has slitted eyes, I don't know anything 
about Saffron) They would assume they were also superboomers. i think 
Ryoga is a much better idea, allows for a very interesting fight.  And 
Ryoga is much more prone to attack Ranma without a reason, as Ranma 
defeated both Herb and Saffron, and Herb owes Ranma his life as Ranma 
saved him from a collapsing mountain)  Go with Ryoga.
