John Walter Biles sort of followed this idea in "Putting your heart in the
right place" except that the water was non-permanent (one-shot actually)...
not powerless.

don't forget Mousse trying to turn Ranma + Akane into duck curse..
though we'll never know if it woulda worked..

in the anime, at least, it worked on a tiger and a number of fish.
