Don't know about the American release but Ranma learned the Hiryuu Shouten
Ha technique after an incident with Happosai deprived him of all his
strength.  Even a small kid could beat him.

The Hiryuu Shouten Ha does not rely upon physical strength.  Just Ranma's
chi and the hot/cold effect of air.

I have the same question concerning the Mouko Takabishya.  He used it in
Nihao, My Concubine, but I haven't seen him use it in the anime at any
other time.  When did he learn it, and has it been released in the U.S.?

Ranma learned the Mouko Takabisha in response to Ryouga's Shishi Hokoudan.
Ranma was able to do a Shishi Hokoudan but depression was _not_ his forte
so he revised the Shishi Hokoudan into one that relied upon confidence
(which he has an abundance of) instead of depression.

On either of these cases, if you know it, what series is it in (T.V.,
Anything Goes, Hard Battle), is it subbed or dubbed, and what it the title
of the tape it is on?

Both of these techniques were learned in the Ranma 1/2 Nettouhen TV
series.

Extra Credit:  Ryouga's turn.  The Shichihakoudan, where did he learn it?
Is it in the anime or manga exclusively?  When, what episode...etc. etc.

I believe he initially learned the _Shishi Hokoudan_ from a miner...

All three of these techniques are in both the manga and the TV series.
