	I'd reccomend moving this to Saudi Arabia or the Gulf nations, but
I think Shampoo at the very least would have the army after her within a

That depends on which Gulf nation, since the levels and types of 
restrictions vary.  For example, women in Saudi Arabia can't drive but women 
in Iran can drive lots of stuff (they just opened a state-funded all-female 
bus driver school).  What if R 1/2 was set there?...imagine Ranma's fiancees 
chasing each other on Harleys and attacking each other with weapons hidden 
under their chadors....
