I think the main problem with developing powers for a lot of the ranma 1/2
characters if that, if we go by the assumption that the cower would react
to some personality trait or desire, then you risk invalidating certain
parts of them that make them entertaining.

        One thing I've noticed about the EH powers granted to someone from
Earth, with the exception of Mr. Fujikawa.  All the powers gained only have
meaning in relation to El-Hazard.  Jinnai can talk to Bugrom, his sister
can see the Shadow tribe, Makoto can react to the ancient technology of
El-Hazard.
        It's quite possible that they had these powers before reaching EH,
but only in El-Hazard could they be put to use.  Mr. Fujikawa could have
always possessed superhuman strength, but he was never placed into a
position where he was dry.
        This is of course just food for thought to anyone who would write
an El Hazard story/crossover.
