In that case, he reminds me now of a character called the Engineer in a musical
called "Miss Saigon"
who wears outlandish blazers and black shirts and gold chains in an attempt
to look better than his surroundings.  The reason why he's called the Engineer
is that he "fixes" things; in other words, he's the local pimp/fencer, etc.
